Fellow Members of the CS group 

In December 2013, the Executive sought volunteers for the CS Contract Proposals Committee. A Committee of 32 was chosen. On April 15 & 16, the committee met to draft the CS proposals for the upcoming 2014 round of negotiations. The proposals are based on the results of the CS survey done earlier this year, as well as emails received from members and discussions of the CS Executive. When the wording is finalized, a list of proposals will be selected and prioritized by the CS Group Executive. 

The CS Contract Proposals Committee was composed of the CS Group Executive and Karim Chaggani (SSC), Dean Corda (EDSC), Emanuel de Matos (SSC), Stephen Dillon (SSC), Renaud Guiard (PWGSC), Marcel Journeay (DND), Simon Lennark (EC), Glenn Maxwell (DND), Scott McConaghy (NRCAN), Patrick Provost (CIT-IMM), Greg Scriver (SSC), Yvonne Snaddon (EDSC), Elena Taranu (EDSC), Marc Therrien (HERITAGE) and Joanne Ward (DND). Thank you to all who put their names forward for this initiative. 

The Federal Government introduced changes to the way in which bargaining is carried out, with the introduction of Bill C-4. Now the choice of whether to follow the mediation-arbitration or the conciliation-strike route is no longer the union's decision. It will be based on the percentage of positions declared essential by the Employer. 

Last round, the Government put an end to Severance Pay. For this round, the Government has already announced its intention to reform Sick Leave Provisions. The CS Group has committed to work closely together with other PIPSC Groups. With this commitment, the Group Presidents have clearly demonstrated their solidarity and willingness to work together. 

In the next couple of weeks, the CS Group Executive will appoint the CS Bargaining Team. The Bargaining Team will continue to work on the proposals and finalize them in order to be ready to bargain. 

The Group is expecting to receive the notice to bargain from the Treasury Board Secretariat early this fall. Following the notice, the CS Group and Treasury Board will table their proposals. The details of the CS Group proposals and Treasury Board proposals will be made public immediately after we have met.

The CS Sub-Group Presidents and the CS Executive met in Toronto on March 1, 2014. More than 50 members were in attendance. The delegates discussed the next round of negotiations, the use of new media and recent changes to labour legislation. Workshops were held on lobbying and contracting out of CS jobs and services. The plenary was happy to welcome new president Debi Daviau and she expanded on her work with the other Groups and federal unions. President Daviau further explained the Institute`s continued commitment to battle against the uncontrolled outsourcing of CS work.

The CS Sub-Group Presidents at the end of the day made a number of commitments to better serve the members. This includes the commitment to:

a. promote the Institute`s `Better Together Campaign`,
b. communicate and involve a greater number of members,
c. collaborate with PIPSC Groups, and
d. co-operate with other federal unions.

The CS Group is hosting a number of Lunch and Learns to share with members the lessons learned and information on the issues. In the coming days a bargaining survey will be sent to all members to collect input. We invite you to send your comments and ideas to This email address is being protected from spambots. All this will be compiled and brought to the bargaining table in the next round of negotiations.

CS Bargaining - CS Byte #2

CS Group Members,

The Professional Institute of the Public Service of Canada held a Collective Bargaining Conference on January 23rd and 24th, 2014. Approximately 200 elected officers, stewards and negotiating team members from over 20 Groups under the Public Service Labour Relations Act gathered to prepare for the next round of federal bargaining.

Your representatives had the opportunity to learn about critical issues such as the newly legislated bargaining rules (Bill C-4), performance management and potential changes to the sick leave benefits. The Institute invited other union representatives and progressive organizations to participate as guest panelists providing us with important lessons learned in previous negotiations. This conference provided tangible confirmation of the spirit of cooperation and solidarity amongst the Institute Groups and with all the other unions of the federal public service.

Our work is just beginning. Your involvement in the coming months will be crucial to the success of the CS group. Over the next few weeks, the CS Group National Executive and Stewards will be seeking your input on improvements to our collective agreement. I invite you to actively participate in this survey. The data collected will be analyzed and discussed by a Proposals Committee to determine our priorities and to develop our list of demands. These proposals will be used during the next round scheduled to begin later in 2014.

In closing, I would like to thank our President Debi Daviau, members of the Board of Directors and the staff of the Institute for the support and leadership in this important time.

Dear Members of the CS group

Preparations for the next round of negotiations are going well. Following the bargaining conference, the Executive of CS Group officially appointed the next proposals committee. In the coming weeks, this committee will have the task of examining the demands that all Member has sent us. Whether through surveys, e-mail or simply through meetings, the CS group solicits your input. Your cooperation is essential in negotiating our next contract. A membership informed, united and determined is the essential key to this face to face opposing us and our employer.

CS Bargaining - CS Byte #1

The CS Group Executive met on October 9 and 10, 2013 to establish a strategy for the next round of negotiations.

I would like to personally thank Guy Abel for leading the Bargaining Team during the last three rounds. Guy has decided to hand over this important job to another member of the Executive. I would also like to thank the CS Group Executive for entrusting me with this important responsibility. I am excited to take on the challenge.

The CS Group Executive agrees that the next few months will be very busy. The following activities are on the schedule:

  •  Membership survey on options for the dispute resolution process
